How This Works
PCN discount: pay within 14 days of issue = 50% reduction. Pay between 14–28 days = full amount. Pay after 28 days or receive Charge Certificate (if ignored) = 50% increase. Appealing in writing suspends the discount clock — if your appeal fails, you get another 14-day discount window. Scotland uses a different parking charge system.
Valid grounds include: the PCN was issued incorrectly (wrong vehicle details, wrong location), the parking restrictions were unclear or signs were missing/damaged, you were exempt (blue badge holder, emergency vehicle, loading/unloading), you were not the driver, you paid and displayed correctly, the ticket machine was faulty (get receipt as evidence). Informal representation first, then formal appeal to the council, then Parking on Private Land Appeals (POPLA) or Traffic Penalty Tribunal if refused.
